In response to the stampede that marred Royal Challengers Bengaluru (RCB)’s historic IPL title win celebrations, the Board of Control for Cricket in India (BCCI) has announced a set of guidelines to regulate future trophy parades and public events.
What Happened In Bengaluru?
The tragedy unfolded on June 4, when thousands of RCB fans gathered near the M Chinnaswamy Stadium area to celebrate the team’s maiden IPL triumph over Punjab Kings. Despite the Bengaluru Traffic Police denying permission for a bus parade due to congestion risks, the franchise went ahead and publicly announced a fan event but later cancelled it.
However, the volume of attendees, estimated at over two lakh, led to chaos and a stampede that claimed 11 lives and left dozens injured.
Initially distancing itself from the incident, the BCCI later took notice of the public outrage and set up a three-member internal committee to investigate the disaster. The panel is headed by BCCI secretary Devajit Saikia, with vice-president Rajeev Shukla and treasurer Prabhtej Singh Bhatia as members.
New Safety Guidelines For IPL Celebrations
To ensure public safety and bring uniformity to post-tournament events, the BCCI has mandated a comprehensive set of new protocols:
- No team will be allowed to hold any public celebration or event within 3 to 4 days of winning the IPL title. This delay is intended to allow proper planning, coordination with civic authorities, and crowd control measures.
- All franchises must obtain written approval from the BCCI before organizing any celebration, including victory parades, public appearances, or stadium events.
- Events must include 4 to 5 layers of security, covering all key locations- from airports to event venues. Teams will be required to ensure the presence of trained security personnel for the safe movement of players, staff, and fans.
- Teams must secure clearances from local police, district authorities, and state governments before confirming any public event. The board emphasized that no celebration can proceed without approvals from these bodies.
