The investigation into the tragic stampede at Bengaluru’s Chinnaswamy Stadium has taken a major step forward, with the submission of the official report by retired High Court judge Justice Michael D’Cunha. The report, which comes in two volumes, was handed over to Karnataka Chief Minister Siddaramaiah at the Vidhana Soudha on Friday, July 12.

This report is the result of a detailed judicial inquiry ordered after the stampede that occurred during the Royal Challengers Bengaluru (RCB) IPL victory celebration. The Chief Minister acknowledged receiving the report and stated that although he has not had the chance to read it yet, it will be presented at the upcoming cabinet meeting on July 17 for discussion and review. 

“Justice Michael Cunha has submitted the investigation report on the stampede. The report has been presented in two volumes," said Chief Minister Siddaramaiah as quoted by News18. “I haven’t been able to read the full report yet. The report will be presented in the cabinet meeting on the 17th.

The stampede happened over a month ago, turning a joyful event into a tragedy. Following RCB’s first IPL win in 18 years, a massive crowd gathered at the Chinnaswamy Stadium to celebrate with the team. 

However, the event was poorly managed. An overwhelming number of fans showed up after social media promotions and announcements about free passes created a frenzy. What was supposed to be a grand celebration quickly spiraled into chaos, leading to the deaths of at least 11 people and injuries to 47 others.

According to sources familiar with the report, it confirms that the hype created by social media and the offer of free entry contributed to the uncontrollable crowd. The report also criticises the hasty planning of the event, which was reportedly held just a day after RCB’s win due to pressure to wrap up before some players traveled abroad. 

The lack of basic crowd control measures is highlighted, including poor coordination between the police and event organisers, absence of proper barricading, and no clear crowd movement guidelines. 

A major point of concern mentioned in the report is the distribution of only physical passes without a digital option, which led to large, disorganized queues and added to the confusion.

Justice Cunha’s inquiry included site visits and interviews with eyewitnesses, police officials, members of the Karnataka State Cricket Association (KSCA), and government representatives. 

The report, according to TOI sources, urges the government to create a standard operating procedure for managing large public gatherings to prevent such tragedies in the future.
