Government has handed its Stampede report to Karnataka HC (Source:@thetatvaindia/X.com)
The Karnataka government has blamed the Royal Challengers Bengaluru for July 4 stampede in Bengaluru during the celebration of IPL win. According to an NDTV report, the government stated in the report to Karnataka HC that RCB 'unilaterally' and 'without consultation/permission' invited people to the Chinnaswamy stadium for a victory parade.
No Formal Permission Granted To RCB For Victory Parade
The government wanted the report to be confidential, but HC denied that request and has asked it to be made public. The report states that RCB officials first contacted police for the victory parade on June 8, but there was no formal request from the franchise in a prescribed format.
"In the present case, no applications in the prescribed formats were submitted to the licensing authority by the applicant/organiser. In the absence of such information required under the prescribed formats, it was not possible for the licence-granting authority to consider the request positively.
As a result, according to the government report, the PI of the Cubbon Park Police Station did not grant permission citing various problems in arrangements.

RCB Urge People To Join Victory Parade; Delays Pass Mention
RCB, though, still decided to continue their plans of a victory parade and made their first social media post at 7.01 am. In the post, RCB invited people to join the victory parade, which will commence at Vidhana Soudha and conclude at Chinnaswamy Stadium. The same information was posted through another social media post at 8 am.
"Informing that there is free entry for people and inviting the public to participate in the Victory Parade, which would commence at Vidhana Soudha and conclude at Chinnaswamy Stadium."
Later at 8:55 am, RCB shared a video of Virat Kohli where the cricketer urged fans to join them in the celebrations. The government report further states that it was only in the social media post at 3.14 PM that RCB mentioned about free passes, which effectively means that there will be a limited entry.
"Subsequently, on 04.06.2025, at 8:55 am, the RCB shared a video clip of Mr. Virat Kohli, a prominent player of the RCB team, on RCB's official handle @Rcbtweets on X, in which he stated that the team intended to celebrate this victory with the people of Bengaluru city and RCB fans on 04.06.2025 in Bengaluru."
"Thereafter, RCB made one more post at 3:14 p.m on 04.06.2024, announcing a Victory Parade to be held from Vidhana Soudha to Chinnaswamy Stadium from 5:00 PM to 6:00 PM, stating that this victory parade would be followed by celebrations at Chinnaswamy Stadium. This post mentioned, for the first and only time, that free passes (limited entry) were available on shop.royalchallengers.com, and until this point, there had been no information regarding the disbursement of passes, implying that the event was open to all based on RCB's prior posts."
However, the report from the government adds that over 3 Lakh people assembled around the stadium, which created a problem for the authorities, creating chaos in an already emotionally charged environment. Overall, 11 people lost their lives, and reportedly more than 50 players were injured in what turned out to be a sad end for RCB fans after their historic IPL win.
